Karachi Police wants bounty over TTP Chief, airport attackers

KARACHI: After having completely failed in apprehending small criminals, the Karachi Police believes it will arrest the Tehreek-e-Taliban Pakistan’s Chief Mullah Fazlullah, former spokesperson TTP and current Daish leader Shahidullah Shah, suspects of airport attack, accused of assassination bid on former SHC CJ and other high profile terrorists by fixing reward money over their heads.

This has been made as basis for getting funds of Rs 1.44 billion in letter to the provincial homes department which has raised a summary for approval of Chief Minister Sindh.

Highly credible sources said the provincial secretary, who himself had been opposing to fix bounty over arresting criminal and had floated a summary for a ban over it, facilitated the smooth raising of this summary after influential person in the Sindh Government pressurized him.

The rewards money along the high profile terrorists and militants will be fixed on 221 accused which also include the Lyari gangsters and workers of political parties including Muttahida Qaumi Movement, sources said. A high rank former police officer when reminded of previous deliberations over removing the head money he agreed that it will encourage the trend of fake encounters and further corrupt police force.

While speaking on the condition of anonymity due to his past high rank position in Karachi police, the officer admitted that all over the world the reward money would be given to the informers only however the Sindh and Karachi police have been claimed million of rupees for encounters, most of which would later turn out to be fake.

The Karachi police while going on the same lines wrote a letter to secretary interior Dr Niaz Ali Abbasi on 15 October 2014 wherein he was requested to fix bounty over 221 absconders in the most wanted list of the police. The letter from Karachi police Chief Ghulam Qadir Thebo reads if the Sindh home office placed head money over the 221 absconders, it will be easy for police to apprehend criminals due to flow of information.

It has also been accepted in the letter that police officers show efficiency for apprehending the criminals who have bounty over their heads.

Sources in home department of Sindh said the secretary home Dr Niaz Ali Abbasi has prepared a summary in the light of recommendations by Karachi police chief with instructions to his subordinate to dispatch the same for CM’s approval.

According to the summary a bounty of Rs 2 million each has been fixed on TTP Chief Mullah Fazlullah and former spokesman Shahidullah Shahid. Other prominent absconders include the accused of attack on former Chief Justice Sindh High Court Justice Maqbool Baqir, attackers of Karachi’s Jinnah International airport and target killers of political parties.

This development has occurred in a time when due to its misuse and conflicting claims by different LEAs have compelled the provincial home department to seriously consider stopping the head money it has been placing on terrorists, target killers and dacoits.

According to a previous summary floated by Sindh Home department and the fate of which is still unknown the greed for reward is leading to fake encounters, corrupting police officers and tarnishing their image besides declining their efficiency, this newspaper had reported.

A summary floated by Sindh Home Department for approval of provincial chief executive, Syed Qaim Ali Shah, revealed both Sindh Rangers and Sindh Police requested for the reward money of Rs1 million, the PPP-led Sindh Government had fixed on a hardened terrorist of LeJ.

According to the summary, a copy of which was acquired by This newspaper, Director General, Headquarters Pakistan Rangers Sindh requested for payment of reward money, of 1,000,000 (one million) to Rangers personnel as they apprehended a most wanted terrorist, Qari Abdul Hai Alias Asadullah S/o Ghulam Ali for his involvement in terrorists activities of Lashkar-e-Jhangvi in Sindh and Punjab.

However, there came a twist in the story when the Sindh police also requested for head money on the same accused, claiming these were police guy who had actually accomplished the task. That summary stated a large number of cases are received from police department for announcement of reward money on the arrest and elimination of criminals.

“In some cases, it has been observed that the criminals involved in ordinary cases are being shown as hardened criminals and a reward money in million of rupees is proposed on their arrest and elimination” the home secretary, Dr Niaz Ali Abbasi, wrote to Chief Minister Sindh Syed Qaim Ali Shah.

Dr Niaz Ali Abbasi had also opined that the rewards money had become a vehicle of easy gain and a means of corruption for a large number of police officers. “The reward money culture creeping in Sindh police has gravely eroded efficiency, moral and image of police officers”, the summary reads.

However, sources claimed Dr Niaz Ali Abbasi, who had been opposing the placement of such bounties himself, prepared the summary of Rs 1.44 billion under pressure from influential in Sindh Government.

TTP dispatches bombers to target mourning processions

KARACHI: The proscribed Tehreek-e-Taliban Pakistan (TTP) has dispatched suicide bombers for terrorist activities across Pakistan during the upcoming Moharram, a threat alert issued here on Thursday reveals.

According to credible sources in the Sindh’s home department both the Sindh Rangers and Sindh Police have been directed to ensure taking special measures, extreme vigilance and heightened security for averting large scale suicide bombings. According to sources, the militant organization which is reportedly on the run due to Zarb-i-Azb operation has planned massive retaliation during Moharram.

Sources said the home department of Sindh sent alert through letter No SO (LE-II/HD/9-1/12014 here 23rd October 2014 wherein the law enforcers have been warned of the large scale suicide bombing in the province.

The provincial home department while citing intelligence reports has said that the Tehreek-e-Taliban Pakistan Commander Saeed Khan who is resident of Haider Khel has dispatched suicide bombers through Hilly area of Dawagar at Pak-Afghan border for terrorist activities during Moharram all over country.

Hospital owned by Zardari’s aide gets Rs500m grant

KARACHI: As the government hospitals across the Sindh province are in worst conditions due to scarcity of funds the health department of Government of Sindh is going to give Rs500milion to a private hospital of Karachi as a grant, it was reliably learnt here on Tuesday.

Credible sources in the Health Department told this scribe that while ignoring the government hospitals of the province, the Sindh Government of Pakistan People’s Party is going to give a health grant of Rs 500 millions to a private hospital situated in North Nazimabad neighborhood of the city.

Bilawal Bhutto Zardari, the PPP chairman, had pointed towards the worst condition of Sindh health department and cited it as a bad instance of MQM’s governance which has mostly run this department.

However, sources said the preparations are making to give this huge amount to totally private health facility with no social services wing or community services department because of the owner’s association with the ruling party.

The hospital, which is owned by a former federal cabinet member, has two branches where treatment charges are high. When contacted Special Secretary Health Dr Khalid Sheikh said he had no such move into his knowledge. However, Secretary Iqbal Hussain Durrani confirmed that an application had been received for the grant by Chief Minister Secretariat but no summary has been raised in this regards yet.

The health minister Dr Sagheer Ahmed, who along with his party fellows in the provincial cabinet has sent his resignation to Governor House due to a row between his party MQM and the ruling PPP is totally unaware of any such development.

This paper had unveiled a scandal of housing high influential under trial inmates facing corruption charges and those convicted in corruption case by the Clifton branch of the same hospital. According to a REPORT published in this newspaper, a whole floor has been reserved for those who despite plundering the national wealth can enjoy the luxuries of comfortable rooms of the same health facility by producing fake illness certificates.

Jhangvi Fadai Forces plan to blow up Benazir’s Mausoleum

KARACHI: The terrorists have planned to carry out a suicidal attack on the mausoleum of Benazir Bhutto, the slain chairperson of Pakistan People’s Party at Garhi Khuda Bakhsh, warns the intelligence reports.
According to well-placed sources the reports forwarded to the law enforcing agencies in the Sindh Province, Jhangvi Fadai Forces (JFF) of the proscribed organization has made all essential preparations for attacking the tomb of PPP leader who was assassinated in Liaquat Bagh Rawalpindi on 27 December 2007. The graves of PPP founder Zulfiqar Ali Bhutto, his son Murtaza Bhutto are also located within the same mausoleum.

The LEAs have been advised to have strict vigilance and heightened security measures for thwarting the terrorists’ designs.

According to a report, also available with The Frontier Post, the Jhangvi Fadai Forces, which had been dormant for quite sometime is now being made active.
In this connection, credible sources said, the leaders of Ghazi Abdullah Force and Jhangvi Fadai Force held a meeting in

Chaman on 3rd September 2014 at the residence of Qari Jalal Ahmed Muavia, were a list of the potential targets was also shared with the participants.

According to reports in this meeting commander Azeem-ur-Rehman and his deputy Aziz Ullah Irani formed a Mujahedeen Force to inflict causalities and extensive damages upon important government officials, buildings and clerics belonging to a specific sect.

Sources said Commander Naseem ul Haq of North Waziristan, commander Muazullah of Para Chanar and Commander Sajid Ullah alias Hidayat Ullah have been assigned different targets in Karachi, Lahore and Islamabad respectively. Reports say important personalities of PML-N and PPP are also on the target of terrorists.

Suicide bombers prepared to bomb two mourning processions in Karachi: Report

KARACHI: The proscribed outfits have planned to create a serious law and order situation during the upcoming Moharram by attacking the mourning processions in Karachi, warns a report by the intelligence agencies. Highly credible sources told that Tehreek-e-Taliban Pakistan (TTP) in collaboration with Lashkar-e-Jhangvi (LeJ) has planned at least two suicide attacks on two different mourning processions in district west of the port city.

According to the report, a copy of which is also available to The Frontier Post, the TTP high command in Pakistan tribal belt has directed its auxiliaries in the seaside metropolis to carry out terrorist strikes in order to create harassment and disorder in the country.

In this connection, sources said, Khaleel, who is caretaker Ameer of MPR colony, has been directed by TTP leadership to target mourning gatherings during upcoming month of Muharram-ul-Haram 2014. Sources also revealed that Khaleel has also arranged two suicide waists weighing about 5/6 Kgs to be exploded through suicide bombers during the Moharram.

Sources further disclosed that the group has brainwashed and indoctrinated a youth identified as Muhammad Zameen, aged 18 years, who is student in a local seminary in MPR colony, Karachi for carrying out the suicide bombings.

Besides, a bomber has been arranged by Fazal Ghani, who is Ameer of Lashkar-e-Jhangvi (LeJ) Mastung, Balochistan. The second suicide bomber is being identified as Shabbir who is resident of Mastung, Balochistan. The intelligence agencies have asked the provincial government of Sindh and law enforcers to thwart the planned suicide attack on Shia mourners at Aik Number Chowrandi, Kala Maidan Ali Gadh colony Oragngi Town, Karachi. Sources said the second attack is being planned to be carried out at Imambargah Garam Chashama, Mangopir, near new Nazimabad Karachi.

Meantime, the provincial government has taken tightened measures for the security of Moharram processions.
It is pertinent to mention that around 32 people had been killed and more than 80 wounded when a bombs went off in 10th Muharram’s central mourning procession near Light House on MA Jinnah Road of Karachi in 2009.

Afghan citizen dies of cancer in Karachi jail

KARACHI: An Afghan national, who visited Pakistan for treatment but was detained by police, has died of cancer inside a jail in the port city of Karachi, refugees here said on Wednesday.

Abdul Ahad, a resident of northern Baghlan province, had arrived through the Torkham border crossing into northwestern Khyber Pakhtunkhwa province before reaching Karachi for admission to the Agha Khan Hospital.

He was accompanied by his brother’s wife, Seema, and nephew Abdul Basir on his journey from Baghlan to Karachi, where all the three ended up in jail for lacking legal travel documents.

Haji Abdullah, an Afghan refugee elder at a camp in Karachi, told this scribe Abdul Ahad had been treated free of cost at the Agha Khan Hospital because he belonged to the Ismaili sect.

He said the cancer patient had previously been treated at the same hospital, but this time he ended up in jail instead of the hospital.

Abdullah said the police did not release Abdul Ahad despite his medical history and continued to keep him behind bars until died.

He said Abdul Ahad’s crime to travel to Pakistan without legal documents was not a big one as dozens of Afghans arrived in the country without having legal travel documents for treatment and business tasks.

Abdul Ahad was once shifted from the jail to the Agha Khan Hospital after his condition deteriorated, but police arrested him again after discharged.

The elder said Abdul Ahad breathed his last three days ago in the jail, but his brother’s wife and nephew continued to languish somewhere in a Karachi jail.

“His corpse is placed at a morgue of the Edhi Foundation and the Agha Khan Hospital is trying to shift his body to Afghanistan,” the elder said.

Ansar Burney, a leading Pakistani human rights and civil rights activist, told that on the one hand Pakistan called Afghanistan a brotherly nation and on the other detained its citizens.

He said in some cases, the laws should not be considered and no ailing person should be jailed on humanitarian grounds.

He said the police should have consulted the Afghan Consulate regarding Abdul Ahad and should have released him on bail.

An official at the Agha Khan Hospital confirmed Abdul Ahad had died in jail and that they were making efforts to shift his body to Afghanistan.

KARACHI: The Islamic State (IS), formerly known as Islamic State of Iraq & Syria (ISIS), is all set to launch its Pakistan wing as the global terror outfit has made offers to local militants amid the reports of announcements by five Taliban commanders, including former TTP spokesman Shahidullah Shahid, to join the international terror organization.

The Frontier Post on Tuesday reliably learnt that one of the group’s leaders, Waleed Al-ama of Uzbekistan has offered Abid Kahot of Kahota, district Rawalpindi to become Amir of Daish (SI) in Pakistan and make contacts with disgruntled militants of Tehreek-Taliban Pakistan (TTP), Sipahe Sahaba Pakistan (SSP) and Lashkar-e-Jhangvi (LeJ) to join SI.

According to credible sources, the local militant, who had been active in TTP before meeting with Islamic State’s leader, has also been directed to find recruits within the local terror groups for full scale launch in Pakistan. Sources told this scribe that Al-ama also met with two persons, who are the Afghanistan Trained Boys (ATBs) and asked them to find a suitable place around Raiwind Markaz to establish the office of ISIS, Pakistan chapter.

The crime mentoring cell of the Sindh home department informed the offices of Director General Sindh Rangers and Inspector General Police Sindh on 9th of October 2014 that the during the Waleed’s meeting with two ATBs, Abid Kahot was also present who according the sources was a facilitator.

This report, though five-day old, has emerged when five top leaders of the Tehreek-e-Taliban Pakistan, including its spokesperson Shahidullah Shahid joined the ISIS. According to the reports, the TTP leaders who joined ISIS are Orakzai Agency Ameer, Kurram Agency Ameer Dolat, Ameer Fateh Gul Zaman Khyber, Mufti Hasan Peshawar and Khalid Masood. The TTP’s hardliner Mehmund chapter has already announced to support the international terror group had been able to seize various Iraqi areas, including oilfields. Though it could not be confirmed by sources whether Abid Kahot has accepted the offer and would be announced as Pakistan Chief of IS, the joining of TTP heavyweights have certainly provide the terror group further choice to choose its Pakistani head. It is pertinent to mention that the news of IS making inroads in Pakistan were downplayed by experts due to the announcement of Al-Qaeda south Asian chapter, which was considered an alternate for local militants believing in international concept of Jihad.

The only noticeable activity of the group witnessed was the distribution of pamphlet “Al-fateh” (victory) in Pashto and Dari languages in two of the Afghan refugees’ camp in south of Peshawar, provincial capital of Khyber Pakhtunkhwa province. Interestingly, one of the major camps ‘Shamshato’ is alleged to be headquarters of Gulbudin Hikmatyar’s Hizb-e-Islami, a group being considered anti-Taliban.
